CUDA Toolkit 3.1

Cuda Toolkit v3.1 is available for download.

In my eagerness to test/benchmark, Its not compatible with current seti-mb-cuda-v12. All I got thru KNA bench is the error below.

If you have the opportunity, please visit the beta thread and decide if you should test the 3.1 preview app, (After considering all the notes & warnings carefully, and deciding whether it might be interesting to try, and you can provide some feedback for further development).

Indeed there are many changes in Cuda 3.1, device selection semantics being one of them.  Also, Cuda Runtimes are now 'strongly versioned'  so doing a filename 'swippy swappy' is not advised.
