TCPIP fix via reg file import

I think this fix (discussion here: http://setiathome.berkeley.edu/forum_thread.php?id=71002 ) worth to be represented here too, in form of easely to add reg file.

An alternative way of achieving the same effect (without running the full TCP Optimizer discussed in the thread) is to use this at a command prompt.

REG ADD "HKLM\SYSTEM\CurrentControlSet\services\Tcpip\Parameters" /v "Tcp1323Opts" /t REG_DWORD /d 3
Use "Run as administrator" to run the .cmd file.

I'll be gathering all the options into a sticky post over the next few days, after we've allowed a little more time for problems like today's ECN issue to surface.

my reg file included only single change. And that change healed my host ocmpletely. Now will import same key on another.

I implemented the fix on my 2 systems and have not had download failures or retries since then. 

Very simple fix for a long term problem and I'm very glad to see this kind of help for users and abusers.

Thanks a million, no a billion, to all recommending this change. Its not just WU downloads. Seems like my PC's are faster on the net in general. VERY effective! Instructions were simple to implement using SG TCP Optimizer on W764bit.
